because the main bridge over the skagit river is out, you need to get off the freeway at mt. vernon (exit 226) and meet up with state highway 536 on the other side of their little downtown (take a left on kincaid, a right on 3rd, and then a left on division):

the other tricky part is finding the turnoff into the site itself. just after you get across deception pass bridge, make a left onto cornet bay road and then another left onto the little one-lane road. you’re there! (if you pass quinn drive, you’ve gone too far.)
